# Fact governance

**Definition**: When identity, product facts, price, or policy conflict, first pin **source, owner, version, and validity** into a usable version—then change public content. In Winin, **Homer** owns the enterprise knowledge foundation and approved facts.

## Why GEO needs it

Fact governance answers “which version counts.” Without it, marketing blogs, commerce ops, dealers, and old PDFs may all be sampled by models—producing wrong prices or nonexistent claims. Homer’s public role is to make approved facts the shared input for diagnosis and optimization.

Landing checks: Does every public price have source and validity? Do comparison-page reasons stay inside approved boundaries? Are expired versions still public? Could Friday read an old fact? If any answer is yes, return to governance before scaling content.

## Relation to model citation

Models may mix sources. Governance cannot “command” models to read only your site, but it reduces controllable self-contradiction and gives clear versions for correction.
